Western North Carolina has not escaped the opioid epidemic that rages across the United States or the broader problems of substance abuse. Efforts are being made locally and nationally to move substance abuse prevention and treatment into the realm of community health. Yet the report notes that only an estimated 10 percent of this population sought and received proper treatment services for substance abuse. One of the most popular of these prevention programs is Project Venture. Moreover, research from the nonprofit National Center on Addiction and Substance Abuse indicates that 90 percent of people who develop a substance use disorder began using substances before the age of 18.

The data in the 2015-2016 Electronic Violence, Vandalism and Substance Abuse Report is based strictly on districts' reporting and is required by law. Alcohol is the substance with the next highest frequency, with 468 cases, representing 16 percent of the total substance abuse incidents, and slightly up from last year's 405 cases. School district officials contend that programs for both students and parents are helping with substance abuse awareness. Statewide, Marijuana use dropped slightly statewide, from 77 percent of the substance cases in 2014-2015 to 75 percent in 2015-2016, a statewide total of 2,270 incidents. According to a 1988 National Institute on Drug Abuse survey, 28 percent of construction workers admitted to using illegal drugs. Even when construction workers know they are going to be tested, 3 to 5 percent still test positive. But the numbers are still cause for alarm given the dangerous nature and the high rate of accidents and fatalities in construction work. The passage of the Drug-Free Workplace Act 25 years ago helped lower drug abuse rates in all industries.
