WSAZ : reported that W.Va. House passes bill to create substance abuse treatment facilities

CHARLESTON, W.Va. (WSAZ) -- A bill to create more substance abuse treatment facilities for those with addiction has passed the House of Delegates. The facilities will be funded through a special revenue account, named the Ryan Brown Addiction Prevention and Recovery Fund, in memory of a victim of substance abuse whose mother has advocated for additional treatment facilities. The bill unanimously passed the House and will now head to the Senate. House Bill 2428 would require the Secretary of the Department of Health and Human Resources to ensure there are additional beds provided for substance abuse at either state Bureau for Behavioral Health or Health Facilities locations or at privately owned facilities throughout the state by July 2018. According to a release, the facilities are required to give preference to West Virginia residents, accept Medicaid patients, offer long-term treatment of up to one year, and work closely with local Adult addiction Court programs.

Included in those essential benefits is "mental health and substance use disorder services, including behavioral health treatment." Even more, Republicans were debating eliminating the ACA's "Essential Health Benefits" — or a group of services qualified health care plans must cover. The announcement of the commission comes days after House Republicans killed the American Health Care Act — the Trump-endorsed health care bill that would have had devastating impacts on millions of Americans who receive their substance abuse treatment through the Affordable Care Act.
