This measure will expand availability and training for substance abuse and mental health crisis services and help stabilize the network of community providers for people with mental health and substance use disorders. Substance abuse by homeless population is not insignificant

The substance abuse by our homeless population should not be overlooked as insignificant. Mental health, substance abuse and physical abuse are pervasive. The slogan on one popular brand of malt liquor states: "Works Every Time." This slogan sums up the problem for our homeless population and our downtown small businesses. The sad fact of it is that drunken homeless people are normal in downtown of Great Falls. Laws prohibiting open containers and public drunkenness need to be enforced aggressively for our homeless, just as they are for everybody else.
